PADI's training curriculum is the same world wide. About the only thing that would make a difference between those two countries is with SA you'd have a bit more of an opportunity to do some cold water diving which in the end would make you a more employable job seeker since it would open up a few more doors.
One thing you'll need to keep in mind here is that depending on your nationality and financial status, you may or may not be eligible to train in either of those countries. You have to take visa applications, (monetary requirements to gain admission for student or temporary work visas as an example) cost of living while training and a host of other factors into account. It's not a simple question of just showing up, training and becoming an Instructor. It takes time, financial commitment and proper career planning to get the most bang for your buck. It doesn't just stop at being an OWSI either. There's a lot of competition out there. To be successful you need more under your belt such as a second language and even believe it or not, Hotel or resort management courses. Every little bit helps to make you a better candidate than the other person.
