Open Water certification courses vary in price based on the agency and dive shop you go with. On the west coast, sports chain Sports Chalet will regularly run specials where classes are $125 or less but generally you should expect to pay $250 - 300 on the low end and over $400 at a more pricey shop or at a resort.

Along with certification training you are generally required to buy your own snorkel gear ($50-$100 depending on your selections), purchase a book/cd and pay a membership fee which can be another $35-$60. PADI fees tend to be lowest as the most shops use them but NAUI, SSI and others also can often be found at very reasonable rates.

And as a general FYI, open-water diving training gives you a certification, not a license, a distinction which may be helpful in your search attempts.

It really depends which dive operator you go to. The prices really varies. I got my license for $230 but my siblings got theirs at $430.
